From his first post-college job with the USDA where he served as an applications developer responsible for “chasing” Mediterranean fruit flies and grasshoppers around the country for APHIS, through his various positions supporting customers in NHTSA, NIH, the CDC, up to and including his current position as NATEK’s IT Director, his attention to the client’s mission and success is priority. His proven leadership approach where it is the empowered team that is successful and not the individual, combined with the establishment of industry accepted processes and best practices ensure that the right IT solution is delivered the first time. Providing innovative information technology and contact center technology support to NCI’s Cancer Information Service program and successfully leading an organization-wide effort to establish and maintain ISO 9001:2000 and CMMI-compliant processes are a small sample of Mr. Hastings’ portfolio of projects.

Information Technology

NATEK is an Information Technology (IT) services provider supporting both the Federal Government’s Department of Defense (DoD) and civilian agencies with Network Centric Application Development, Enterprise Network Services/Data Center Operations, Technology Training and Courseware Development and Enterprise Architecture Services. We have embraced industry-best practice methods in our operations and program management to ensure the quality of our products and best value returned to our customers. To that end, we have invested in Capability Maturity Model Integration (CMMI) Level III process implementation, Information Technology Infrastructure Library (ITIL) and Project Management Professional (PMP) training for our program and project managers. In addition, NATEK utilizes state-of-the-art Earned Value Management System (EVMS) and accounting tools that track cost, performance and schedule requirements for all of our contracts and task orders.

NATEK provides nationwide support to agencies including the U.S. Department of Agriculture (USDA), Department of Commerce (DOC) for the Census Bureau and U.S. Patent and Trademark Office (USPTO), Department of Transportation (DOT), Federal Communications Commission (FCC), Federal Deposit Insurance Corporation (FDIC), Department of the Navy, Defense Information Systems Agency (DISA) and the U.S. Strategic Command (USSTRATCOM).

Network-Centric Application Development

NATEK has a standing capability to deliver network-centric applications using CMMI Level III processes to ensure quality, cost efficiency and adherence to schedules. NATEK has invested in personnel who are dedicated to quality control, process engineering and configuration management.

Our on-hand staff is skilled in a variety of programming languages including C, C++ and C#, .NET Framework and ColdFusion. We are subject matter experts with Microsoft (MS) SQL and Oracle database engines and have personnel skilled with ESRI Geographic Information Systems (GIS) and Virtual Environment (VE) application development environments.

In addition, we have specific experience migrating legacy business applications to Web-enabled, enterprise-available services. These migrations helped us redesign a closed, often proprietary solution with associated licensing fees to an open architecture that reduce costs, improve an organization’s efficiency and business processes. Our application development experience can:

  • Enable geospatial, Web-based collaboration systems,
  • Modernize legacy systems by developing secure, Web-enabled applications,
  • Design, integrate and deliver enterprise applications with data warehouse and portal systems, and
  • Develop applications suited to user needs and business processes.

Enterprise Network Services

NATEK has embraced industry-best practices including ITIL and CMMI to deliver high quality, performance-based services to our clients. We operate large data centers that are geographically dispersed and managed as an enterprise with a broad spectrum of service catalog requirements for the U.S. Government.

NATEK is experienced with performance-based contracts involving metric collection and reporting and IT auditing factors. We employ numerous sub-contractors and enforce common sets of management principles so our clients receive consistent, quality services. NATEK integrates applications and services into a Service Oriented Architecture (SOA) infrastructure to enable flexible Business Process Management (BPM) that is supported by defined service level and organizational agreements.

Our offerings include the full spectrum of support from data center physical management, telecommunications, telephony and hosting applications support.  Tasks include database support, application support, security, systems accreditation, architecture and engineering, incident and problem management. Our enterprise network services can provide:

  • Industry best practice services to large and small data center operations,
  • Help Desk, Tier I support,
  • Application hosting support,
  • Telecommunications and Telephony,
  • Network service support (including Blackberry, Exchange, Active Directory), and
  • Network provisioning.

Technology Training

It is not enough to introduce technology and then not support the client with how to best utilize their assets. Navy Captain Jeff Trumbore, Joint Improvised Explosive Device Defeat Organization (JIEDDO) Division Chief, Technology and Integrations Requirements Division, said to Defense Update, “You can put all the technology out forward, but if you don’t have a solid training program you have not thought through the how to train the soldier to use this technology. A lot of the technology that has been proposed to JIEDDO is something only a PhD can use. The soldier in the field must be able to put the technology to use.” This statement is true for the military, but also applicable for civilian agencies modernizing their critical business processes.

NATEK is an expert with using the Instructional System Design/Systems Approach to Training (ISD/SAT) to evaluate, analyze, design, develop and implement training products. We are also adept with instructional design models such as Analysis, Design, Development, Implementation and Evaluation (ADDIE). By employing these methods, NATEK can ensure that our clients have a “solid training program” and the technology will be put to use. Our training services can:

  • Develop high impact learning materials using training and analysis design principles, achieving a high rate of learning and information retention.
  • Provide Integrated Media Instruction (IMI) using interactive Web and courseware application methods.
  • Conduct “human analysis” to determine the best training methods and levels.
  • Provide Integrated Learning System (ILS) support tracking training modules, training delivery and certification.

Enterprise Architecture

Our architects develop technical roadmaps for clients covering enterprise consolidation and migrations and technology insertion. To that end, NATEK uses simulation tools such as OpNet to model environments and report the impacts for various courses-of-action, giving customers the perspective to make decisions and reduce risks with “major muscle movements” affecting their enterprise. We are experienced with consolidating data centers and reducing physical footprints while maintaining a high degree of service to our clients.

We see trends in the industry to reduce costs by decreasing the number of data centers managed by an organization and we have the experience to review, assess and then propose a total solution (from physical to application layers). Our enterprise architecture services can:

  • Provide development and planning, product testing, evaluation, selection, technology insertion, certification and accreditation and asset and configuration management.
  • Get the most out of servers, storage and applications through virtualization.
  • Draft feasibility studies, alternate analysis and consolidation plans and putting them into action using industry best practices.
  • Provide best practice managed services, call centers, help desks, incident and problem management, desktop and office automation support, customer liaison services and training.
  • Develop performance-based monitoring and reporting processes.

Earned Value Management

We have invested in project management and Earned Value Management Systems to assist our project managers and clients with tracking costs, schedules and performance. In many cases, these tools are available to clients through a secure connection where they can access an EVMS dashboard providing cost and hour summaries, earned value and costs to complete. This system is connected to our timecard system and is updated daily. Our EVMS can:

  • Provide clients with real-time updates for earned value, projected cost to complete and cost, performance and schedule variances.
  • Send alerts when customer-defined variances are exceeded for schedule, cost and performance.
  • Provide a management data and file repository for process documents and policy.
  • Track and escalate issues.
  • Establish and distribute work plans.
